When something sounds vague but feels permanent, it usually is. The proposed General Improvement District (GID) in Cherry Creek North isn’t just a policy experiment. It’s a structural shift in power, accountability, and ownership that affects everyone who lives, works, or invests here.

Here’s what’s truly at stake if the GID is allowed to move forward:

Your Property Rights

As a property owner in CCN, you already pay steep property taxes. A GID introduces a new and separate layer of taxation that attaches directly to your property.

That means:

  • You can’t opt out.
  • You can’t withhold payment if you disagree.
  • You’ll be forced to fund projects you may never vote on—or even benefit from.

In some cases, these assessments can impact your ability to sell, increase your cost of ownership, and may even be bundled into public debt instruments without your direct consent.

This is not just a beautification tax. It’s a direct claim on your home, your investment, and your autonomy.

Increased Taxes, With No Clear Cap

If passed, the GID will appear as a separate line item on your property tax bill—above and beyond what you already pay to the City of Denver and the BID.

What’s worse:

  • No specific rate has been proposed.
  • No budget or spending limit has been finalized.
  • No binding sunset clause has been written in.

This is a blank check to fund an undefined agenda. And once the GID is formed, it can raise rates, issue debt, and expand its scope—without going back to voters.

Loss of Local Control

GIDs are governed by a board. But those boards are often appointed, not elected—and they can be heavily influenced by developers, special interests, or outside consultants.

This means:

  • Unelected individuals will decide how your money is spent.
  • Public meetings may be held, but real decisions are made behind closed doors.
  • Projects can be pushed forward without the input—or the approval—of the people who pay for them.

Instead of empowering residents, this GID risks replacing community voice with bureaucratic discretion.

The GID will not fix what matters most to CCN residents:

  • It won’t reduce crime.
  • It won’t ensure walkability.
  • It won’t solve homelessness, improve schools, or make housing more affordable.

But it will:

  • Increase your financial burden.
  • Erode democratic input.
  • And potentially fund projects that change the aesthetic, access, and flow of your neighborhood—with little regard for tradition or community identity.

This is your neighborhood—not a development project. Your voice should not be replaced by a tax district.
